North America's first International Wildlife Refuge has been established on the Lower Detroit River, which separates Michigan and Ontario. President Bush signed the enabling legislation this past winter, as Canadian officials prepared to do likewise.

"Among our first goals will be to establish hunting and fishing plans that provide ample opportunities for these activities, while incorporating refuge goals and conservation habitat," says refuge manager Doug Spencer. "Long-term, restoring habitat on refuge land will benefit hunters and fishers all along the river."
