Browns should go after franchise QB

Hundreds of players already have changed teams, but with the draft still to come, there's plenty of time to continue plugging holes. Where are those holes? Scouts Inc. has made its list of needs for all 32 NFL teams:

Quarterback
Cleveland hoped it had filled this need when it signed then-unrestricted free agent Jeff Garcia last year, but he finished the season with his worst quarterback rating since entering the league. Given his release, Garcia signed with Detroit. Cleveland didn't feel Kelly Holcomb, who started 12 games over the past three seasons, was the long-term answer either and he has departed through free agency. There is some good news, however.

The Browns did well to trade a fourth-round pick to acquire Trent Dilfer from Seattle. While the 33-year-old Dilfer is clearly on the downside of his career, he is a seasoned veteran who can be an adequate stopgap in a run-heavy offense. In addition, Cleveland has two young quarterbacks with the potential to develop into quality backups in 2004 in fourth-round pick Luke McCown, who started four games last year, and Josh Harris.
