BERLIN -- Germany's national anti-doping agency has cleared speedskater Judith Hesse of blame after ultraviolet light was used to enhance the oxygen flow in her blood.

NADA's court of arbitration found that Hesse was not at fault for the procedure and ruled against sanctioning her.

NADA says Hesse did not receive the treatment "on her own initiative" after turning to her long-standing team doctor with an "acute and severe condition" after an international competition.

Hesse had come to investigators' attention during an inquiry into a doctor in the Olympic training center in the city of Erfurt. Dr. Andreas Franke extracted blood from athletes, treated it with ultraviolet light and then injected it back into the athletes.
